He has not done so.] Do you want 1) Congress to insist that Obama produce these documents, thus starting the 60-day review period preceding a vote, and 2) if Obama breaks the law by continuing to withhold these documents from Congress, that the vote should be postponed until those documents are produced, otherwise the deal is halted?
