SOCIAL SECURITY AND MEDICARE REFORMS: Should Congress make meaningful reforms in Social Security and Medicare for those under 55 years of age (such as raising the eligibility age, means testing for the affluent, preventing Congress from spending these funds on other programs, etc.) before these obligations to eligible recipients exceed program revenues?
